Use all CPU power?

I wondered if anyone knew a way or a program that can fully use all the
cpu's power, esspecally when rendering?

A typical time when rendering , my CPU is being about 40% used. Could this
be because of my graphics card?

any help would be appreciated.
Ps
i have a K6-2 400Mhz processor and a 3Dfx Voodoo 3 2000.

How much RAM do you have? Is the system possible being forced to use the
swap file heavilly?

Its not doing any work, the hdd LED dont flash.
it basically takes its time.

Studio Max 3.1 w/256MB RAM, using Quadro2 Pro, maxes out both my
processors to 100% when rendering under Win2K. Both processors running
542Mhz soon to upgraded to 833's or better.

There are no special settings set other than using Nvidia Opengl or
Maxtreme drivers but I figured full CPU usage was a given considering
the SMP capability of Max and Win2K.

Another factor is the speed of your backplane.

Also, simple scenes only use about 50%.
It takes a complex scene to push the CPUs above that.
