Use Photoshop! The Online Help should tell you how to make color and tonal
adjustments.

The bitch about underwater is that
RED gets filtered out by about 17 feet
It is really not excess blue
it is NO red
Use a strobe ALWAYS underwater
fot the pix you already have
SOL
you might try adding some creative red
