What is this kind of photo art called?

Does anyone know the name of the kind of art that involves making each
pixel of a photograph a photograph in itself. So, that if look at each
pixel up close, you are seeing a photo, but if you look at the
collection of pixels from afar you a bigger photo. And do you know of
any software to do that with?

It's called a "photo mosaic."

MGI calls it Photo Tapestry. MGI's Photosuite III Platinum does this
feature.
