where would i find them

Try looking in the filter menu for a filter called....Watercolor.

If that doesn't work, try...actual watercolors.

There is no need for plugins, Photoshop contains plenty of tools for doing
paint effects. There is a filter called watercolour, but I find that the
Dry brush gives a better effect, Try doing 2 layers, put a strong effect on
the top layer and a weaker effect on the bottom, then erase through the top
layer on the areas where you want more detail such as eyes and mouth. I
have put some painted samples on my site, take a look.

There is a watercolour effect as well as oil painting and a crayon effect.
