It might involve the use of filters, either the ones supplied by
PhotoShop6,
or 3rd party ones. If you know of a software program for this, please
tell me.

If you simply want to run a filter without doing any actual work, there's
a free program called Paint Engine made by a guy in British Columbia. Not
sure about the URL but he also puts out FM (fantastic machine) tile tools
which I highly recommend.

If what you want is the ability to render an existing image in a
"painterly" fashion, there is a plug-in base program, Deep Paint that is out.
It looks like it would do, but I do not have any first-hand experience with it.
I do, however, spend a good deal of time with a stand-alone program that offers
the universe, with regards to "painterly" technique - Painter (nee Fractal
Design, lately of Corel's stable). There is also another stand-alone, Studio
Artist, but I know absolutely nothing of it.
The old Aldus Gallery Effects (were brought in to Adobe's portfolio, but I
don't know if they are around anymore), also did some "texture" effects, that
approximated brush strokes, etc, but I found them to be lacking for what I
assume you are looking for.
