I once heard of and saw a filter/plug-in for Adobe Photoshop
that was absolutely FANTASTIC at creating chrome, metal
and gold. Much better than any actions out there.
If anyone know what this application was called or know
anything that might work instead, I'd truly appriciate if
you'd let me know.

An easy-to-use Chrome filter is indeed part of Eye Candy 4000. To see examples,
choose "Chrome" from the filter list at
<http://www.alienskin.com/ec4k/ec4000_filters.html>. The filter uses reflection
maps to quickly create realistic metal effects.

Here is a page with 3 different Chrome Tutorials and it shows how to create
'chrome' using KPT 5, Eye Candy 4000 and of course just using Photoshop 5 or
6 filters.
At the end of the day I personally think the Photoshop Filters created the
most impressive chrome - and with quite a bit of detail. Assuming one knows
Photoshop pretty well.

BladePro is a consumer level product. It does not support JPEG - not much of

Trust me, there is no better chrome than the kind you can do yourself...
not with filters (and I've tried them all), not with actions, but by
going through a series of steps using your layers and your alpha channels.
This will create a chrome that is so photorealistic as to be almost
indistinguishable from a real photo.
Read about this procedure in THE PHOTOSHOP 5/5.5 WOW! BOOK by Linnea Dayton
and Jack Davis (1999, Peachpit Press).
The first time through this procedure might be a little daunting, but once
you figure it out, you'll never go back to commercial filter "chromes".
