This usually happens to me when I have something selected on one layer,
but have opened up a different layer with deselecting the stuff in the
first layer. In my case, I'd probably never notice until it was too
late if it didn't tell me.

You can move a 'selection' at anytime, whether or not there are "pixels
selected", by holding down the Command+Option (Control+Alt) keys. Hope

You *can* move an empty marquee, by pressing the Command and Option keys
while moving it with the mouse or arrow keys. But no pixels will be moved.
WInston's answer is indeed the usual cause of the error message.

I believe it involves having a transparent layer being selected from.
When you make a selection from a transparent layer there's the potential
for having no actual pixels in the selection, even though it looks like
it (from the layer below it). Also, please explain to me how to
reposition a selection that doesn't have anything in it to reposition. :)

To see the layers, go to WINDOW, SHOW LAYERS. If you're on a MAC, i just
dunno. Then, when in your layers, if you want to move something, be sure
that the layer with the stuff you want to select is highlighted (white, as
opposed to grey). That's it. It'll work for you then.
