can I make picture look like a painting?

Does anyone know of a filter or a way to make a (color) picture look as
though it were painted in PSP5? I 'm working on making a Victorian
picture gallery photo album of our baby daughter and think it would be great
to have the pictures sort of antiquish, but Wifey wants color picture. I
would compromise with a picture that has the touch as it were painted or
something similar to that rather than just a plain? picture. I'd appreciate

you have FrontPage 98 it comes with Image Composer and Impressionist
filters.

I was going to suggest the Paint Engine filter by Fantastic Machines, but I
tried my link and even did a search for it, but the link isn't working. The
one I have that DID work was http://mars.ark.com/~gschorno/machine/fmpe11.zip,
but now that's not working.
If you can find it, I think that would be what you're looking for. It's an
awesome filter.
Can anyone help with this link???
