Painter has done "wet paint" since at least version 2 (it was called
Detailer then). Last I knew, you could buy Painter Classic (it's an
extremely pared down version of Painter, just the brushes and a few
other tools) for $30 at:

Painter Classic has a kind of nifty feature that lets you load a photo
and then "re-paint" it in a new image with whatever type of brush you
want, lots of fun to play with.
You might be able to find a copy of Detailer at auction (that's how I
got my copy, been a couple of years though), the version I have included
RayDream for 3D modeling. The models are importable into Detailer. I
would imagine that the current full version of Painter does much more.
I don't think that Detailer has the nifty re-paint thing though.
FWIW, if you're accustomed to working in traditional media, you'll
almost have to have a digital tablet to work easily with the natural
media brushes in Painter.

I don't believe I've ever seen any of your images. You simply can't use
a mouse the same way you use a pen, pencil or a brush. Tablets aren't
really the same either, but much closer than a mouse.
As for auctions...ebay, amazon, and egghead are the largest sites. The
URL I gave earlier to msbcd isn't an auction site, they just have really
good deals. I've actually ended up getting software for free after
rebate at msbcd. At an egghead auction I ended up *making* money by
purchasing a low-end inkjet printer after taking into account the two
free cartridges, the rebate, the free software that came with the
printer and the coupon for two more programs for the cost of shipping I
came out ahead by a couple of hundred dollars.
