Not sure what it is that you are after but an easy to use web site design
program can be downloaded here http://www.serif.com/webplus1/index.asp .
Just compile a Home Page and add your picture. You can delete it / update it
when you have added more to your web site design. If it is just a photo you
want to display on the web you could use one of the freebie photo hosts such
as www.clubphoto.com or one of several others.

What are you asking?
Do you have a server (free or otherwise) which will host your site?
Are you asking how to put the picture on the web page?
Are you asking how to get the web page up to the server?
All of the above?

You can probably just upload the picture to the server and view it online
without having to make an html page.
The URL would be:
http://www.YourDomainName/picture.jpg
Change the 'YourDomainName' to your real domain name and 'picture.jpg' to your
real picture name..
