Hi,

Does anyone know of a filter/plugin for paintshop pro that one can use to
give the appearance of smoke coming out of a chimney, and can display
words as the smoke comes out.

The effect you're probably looking for would require just some good ol'
manual labor. :) But one way may be to find a good smoke (or clouds may
work) tube and place it for the text. Maybe put your text using a font on
one layer and, using it as a guide, place your smoke (or clouds) tube over
it on another layer.
The clouds tube from Jasc that comes with v.6 might work well.

Ulead includes a smoke in their Particle fiter set. They have a trial download
at the Photoshop Plugins page at the Ulead site. Sorry, don't have the URL
handy.

Use any font you like for the text
leave it selected
modify the selection by adding a heavy feather
flood fill to your desired color

For an even more flashy effect leave the text selected
promote that selection to a layer
and shop the blend modes for interesting effects

or ... make the text a gunmetal gray with a much lighter gray soft drop shadow
behind it for accent.

I have some see through curling smoke here
http://www.eaglecanyon.com/awooden.html with that kind of dark gray/light gray
combination and lowered opacity so you can still see the image through the
smoke.

In addition to what the others said Eye Candy by Alien Skin also has a smoke
filter in it. It could probably also be done with the flood fill or paint
brush tools on its own layer then blur and lower the opacity with out a
filter.

I guess it's been a while since I visited your site, Hoods! I grabbed the
smoke tube and the flames and sparkles. Nice work on all of them
