What are the best plugins for PSP 7 for photo modifications?
Everything from cleaning up photos, to manipulating them, to turning
them into watercolor-like paintings, etc. I am aware of what is
already in PSP 7 - just looking for more tools.

Please take a look at WinImages R6 - it has immense depth in this
specific area. We also have a special offer for PSP owners to
crossgrade right now, and you probably can't do any better, period, for
what you want to do. No kidding. :-)

I don't know what other tools you may need for photo manipulation that
aren't in PSP 7, but here's a plugin for simulating painting with various

I'd recommend KPT3 (if you can get it) for fancy stuff, Fantastic
Machines Paint Engine for painting simulation and getting some filters
off someone's Photoshop ^_^
