There is a general point of confusion here. What you are talking
about is not the "x2 axis". It is the x axis that happens to be at
the top of the plot. By default xtics are drawn at both the top
and the bottom of the plot. You can turn off the top side tics by
saying
set xtics nomirror
The x2 axis is only relevant if you have two different axis
labelling systems in use at the same time. In this case the labels,
and tics, for the secondary labelling system are indeed written at
the top of the plot.
The distinction exists for the y1 and y2 axes.
y1 tics appear at both left and right of the plot (mirror) or
only on the left (nomirror). y2 tics only appear if there is
a y2 axis in use; if they do appear, they are on the right side.
