PBM HAS 16 million colors. Is this avoidable?

I'm using gnuplot 3.6 on Windows NT and I don't really have any confidence
in using the external GIF add on.
I'm not experienced at compiling C code.
The PBM output is easy to convert to a GIF but the PBM file is enormous
and I want to make larger graphics.
Is there any way to change the color depth?
I can't imagine needing that many colors.
