Did you download a "something".tar.gz file from sourceforge?
If so, its for compiling and AFAIK there is no readily available pre-
compiled version for windows. Apart from that it dates back to 2004 so it
might not even run on gimp 2.6.x
An alternative is the refocus plugin. see:

As usual immediately proved myself wrong.
There is a precompiled plugin here
http://www.geocities.jp/gimproject/plug-ins/refocus-it.html
and the download is
<http://www.geocities.jp/gimproject/plug-ins/win32-binary/refocus-it.zip>
and it does work in windows gimp 2.6.7 - see the other post for where to
put the plugin.
You then find it in the menu 'filters' -> 'enhance' -> 'iterative refocus'
