Yeah... Try this link:

It's on the gimp.org page... Check for gimp 2.8.2 released... then read
down and find the link about Windows Installers.

I've got no clue as I'm a linux guy... Is there something in the
documentation? You might ask on irc #gimp. Use the gimp site connection
(irc.gimp.net).

No, that's debugging info for GIMP 2.8.4 - you only need that if GIMP (or
one of the plugins) is crashing, and you want to get a backtrace.
