xml_setdoctypedechandler and xmlparse

Hi all, lately I have been annoyed by a strange (and yet pretty common, I
suppose) error when running Gimp on windows. When I double click the exe a
windows error pops up telling ma that it cannot find the entry point for
xml_setdoctypedechandler in xmlparse.dll (I hope this means somethings, I
translated from italian :-)
That happens with both the latest stable version available (2.2.11) and the
2.3.8 development version. I didn't try the 2.3.9 but in the log file
nothing related to that problem is said, so I think it would show the same
behaviour.
Is there a solution or a workaround?
