Sunbeam Effects?

Is there any way that I can create a Sunbeam Effect using GIMP 2.2.9? I want
to have beams of sunlight stream through a underwater scene.

In a new Layer, paint straight rays of light using a white (or pale
blue) paintbrush.

Gausian Blur the layer until the rays almost merge into a flat gradient.
(You want some ripple between the rays).

Change the new Layer's mode to one of "Screen", "Hard Light" or
"Addition", change the layer opacity, duplicate the layer, and muck
around until it looks like sun rays.
