This has always been a problem but is easier with new versions of gimp
A few things to try.
1. In the main gimp window go to "Windows" -> "Recently Closed Dock" and
with a bit of good fortune there will be an entry for
"layers,channels,paths..." click on it to restore.

2. Reinstalling did not work because the settings are help in "Documents
and Settings" -> "Administrator" -> ".gimp-2.6" (should be there - but
check in all "user" accounts).
Delete this folder (.gimp-2.6) then restart Gimp and the folder will be
recreated with default settings.
or make your own
3. Any dock can be created from the gimp "Windows" -> "Dockable Dialogs"
menu. A bit of a 'pita' to do. The floating docks can be joined together
by dragging one to the bottom of another but difficult to describe in
words.

What "Rich" has explained here worked for me. I had experienced all
sorts of bizarre window "behaviour" and start-up delays since first
installing 2.6.1..but have now deleted the folder mentioned here, and
all is well again. Thanks.

Huh? Is this something that you have encountered?

No, just covering a possibility. I never seem need this function. Since
gimp 2.2.x days I have always consolidated the 2 floats into one so I
have an image window and all the tools in another. From memory there was
no "restore closed docks" in earlier versions of gimp, so if you did
close the right hand window you were in a mess unless you knew how to
restore or combine them.
Although I don't have exactly the same set-up, I still think option 3 is
worth a look.

This worked for me the other day when Gimps
windows suddenly vanished. I remember once
formatting my hard drive and reinstalling windows
to get Gimps windows back !
