adding "levels" tool to toolbar

I am a fairly new GIMP user (GIMP 2.6.12 on a Windows 7 computer) and
could use some help/advice in creating and using a "Levels" tool on the
toolbar.

I have a particular application (a person sending me scanned .jpg
documents that are always way too faint - and she doesn't know how to
adjust the density of her scanner) which GIMP handles nicely but I would
like to further automate it.

I have created a Levels settings and saved it to a file and can call it
up manually but even getting to Levels is a multiple-click process (from
the menu bar: click on Colors, then when a drop down list appears, click
on Levels) which I would like to shorten. I read about adding a "Levels"
tool to the toolbox and have done so. But when I click on the "Levels"
icon, nothing happens. I do not receive the "adjust color levels" pop-up
box that I do if I manually proceed from the menu bar.

I do have a "Levels" icon that appeared in the "Toolbox" but clicking on
it appears to have no visible result.

Is there some step that I missed in creating a Levels icon - is
something else needed to get it to activate when clicked?

I have looked at the Help files but find nothing beyond the process of
adding a Levels icon to the Toolbox (i.e., how it is activated, what one
should see when clicking on it, etc.).

Thanks for any words of wisdom.

I believe that clicking on that Levels icon sets that as your
tool, and then you'd have to click in the picture to *use* that tool.
I haven't tried it, so this might not be right.

However, I use Levels quite often and don't feel my way of
getting there is onerous. Alt-C L brings it up. Two keystrokes.
