I'm unfortunately under Windows 7, it's my friends PC and i can't
change that.
Starting GIMP crashes.
Starting Gimp with XP SP2 compatibility setting does not resolve all
the issues, the prg is still noted as "incompatible", also i noticed
that drag and drop doesn't work.
It's 32Bit, Gimp 2.6.8

Hmm, I'm running 32bits Gimp 2.6.8 on windows 7 64bits prof and have no
issues at all.
Maybe try running it as admin (right click and select "run as
administrator") will resolve the problems you have?
As a side note, if you're using win 7 64bits, make sure Gimp isn't installed
in the "Program Files" folder, but in the "Program Files (x86)" or any other
folder. The first one forces the application to run as 64bits and will
allmost certainly break the 32bits program.

This should be unnecessary - I always test GIMP on normal Windows 7
install, where it runs with limited privileges.

WTF? Just because somebody'd install a program to another folder won't
cause it to "run as 64bits". While not recommended, installing GIMP to
64-bit Program Files won't somehow magically turn it to a 64-bit program,
and it won't cause it to run any differently than it'd run from 32-bit
Program Files (x86).

Setting compatibility options will just cause problems - GIMP should work
on Windows 7 as-is (given that Windows 7 is running on my primary
development machine, I'd probably notice if something didn't work).
Ok thanks, maybe the crash occures only for the first start ? Anyway i
tried to reverse this XP SP2 options, but, the question is = the
program worked fine under list : All windows versions, except Win 7 ,
so i didn't know how to reverse this option...? and now i don't have
the PC any more, i will take it again on friday.
