Use select->by color
Then play with the fuzziness and the place you click to have the effect
you want.
To understand how it works, here is what I did. On a transparent layer,
it made a selection by hand (the lasso tool), then I stroke the
selection (to have the border you want back) with the one pixel brush,
and filled it with a pattern.
I had then a shape with a black (or whatever colour) border - that is
you want to isolate, isn't it) and a pattern inside.
Setting the fuzziness to 255, and clicking inside the shape would select
all the shape, lowering the fuzziness would select the outline.
Another way is to use the fuzzy selection tools (the magic wand tool),
and selecting your outline by simply clicking on it. Depending of the
cases, it will work well or not. Don't forget you can CTRL-click and
SHIFT-click with this tool, to add or substract areas to the selection.
You may have to play with the fuzziness.
In my example, a simple click on the outline was enough.

Try using the "alpha to selection" menu option. It might be
in the layers and channels dialog menu (I can't remember).
