using keyboard to scroll image

I used to be able to use keyboard arrows to scroll an image with gimp
2.4.x. Now with 2.6.9, the keyboard arrows don't seem to do anything.

Also, is there any way to hide the Toolbox window? I would like to be
able to view the image full size on my screen without any utility
windows.

I was able to figure out the solution to this by setting Preferences >
Window Management to "Normal Window"

Even when I try to set the Keyboard Shortcuts > View > Scroll left/
right/up/down with shift+left/right/up/down, it doesn't work. I am
running on Windows XP Pro.

Found out that you have to set the keyboard shortcuts yourself at

Preferences > Input Devices > Input Controllers > Main Keyboard

Now it works!
