I'm about to reconfigure my GIMP with keyboard shortcuts I'm already
used to. Dynamic shortcuts are fine, but I can't change them, if a
letter is already dedicated to the normal windows-underlined-letter that
can be called in combination with the <ALT>-key. So e. g. it's
impossible to change the tool "Pen" to the shortcut "S" cause "S" is
already underlined for something else...
Is there a file on my hard disk where GIMP stores the shortcuts? I'll
try to edit them directly then.

Go into File->Preferences->Interface
Click the "Configure Keyboard Shortcurts" button and change it from there.
Addition:
I found the file "menurc" in the gimp user data directory. It seems to
be the file I was searching for. But changing shortcuts here doesn't
have any effect, even not after a restart.

You are clicking on the File Menu on the Toolbox, aren't you? The Menus
between the Toolbox and the Image are different, based on whether you
are doing something to an image (Hence there's no Save in the Toolbox
File menu) or to the whole application. (Hence there's no Preferences in
the Image File menu.)

Yes, that feature has been added for the 2.2 release of the Gimp. Please
consider upgrading.

Most entries in this file are commented out with a semicolon at the
beginning of the line. To make this work you need to uncomment it.

I clicked the right menu but may be my version 2.0 is too old, I'll
upgrade to 2.2
