filter - Distort - Shear?

Hello everybody

How can I reproduce effect like here: http://www.pslover.com/click/7234

Actually, I do not how could I do step 5. Is the analog of photoshop filter: "filter -
Distort - Shear" around?

Is the rotation needed at all? The Curve Bend filter uses two
horizontal curves instead of vertical ones.
