隔代教養 多因貧窮

隔代教養問題浮現之後，國內社會福利學界昨天首次舉辦相關的研討會，
學者專家指出，隔代教養現象，家庭「貧窮」是主因，而「托育資源不足」則讓教養問題更形嚴重，
在父母失靈、婚姻破碎的社會趨勢下，阿公阿媽教養孫子的情形將只增不減。
值得重視的是，由於原住民家庭經濟更為弱勢，隔代教養問題比一般家庭又嚴重許\多。
針對此一社會現象，兒童局長黃碧霞表示，兒童局今年已編列了3000萬元，
補助地方縣市政府推動「啟蒙計畫」，協助隔代教養兒童自立脫貧；
台大社會工作系教授馮燕則建議政府設法在經濟及托育方面，
提供「失能」父母足夠的支持，使他們有效擔負起親職角色，
讓隔代教養兒童得到完整的情感發展與生活照顧的機會。
由於隔代教養問題長期未受重視，國內隔代教養兒童有多少，政府沒有統計、學界的相關的研究也不多。
昨天台中縣社會局社工彭佳慧，根據社工實際服務案例提供隔代教養的成因分析，成為最具體的數據資料。
根據其案例分析，隔代教養成因中，因為經濟因素將孩子交給祖父母照顧的比率為50%；
單親無力照顧子女，交給祖父母照顧的比率有40%；
父或母一方惡意遺棄，孩子照顧責任落在祖父母身上的比率為30%；
此外，因父或母一方入獄、子女由祖父母照顧的有20%\'，
因為父母婚姻失調、父或母身心障礙，子女交給祖父母的也分別佔了10%。
至於其衍生的問題則包括：祖父母多年邁缺乏工作能力，隔代教養兒童面臨「貧上加貧」的問題，
維持基本經濟生活成為最重要的工作；世代教養觀念出現落差、或祖父母年邁無力管教，
隔代教養小孩與祖父母出現溝通障礙，也得不到良好的課業指導，間接影響學業成績，或出現偏差行為；
此外，因為成長環境缺乏模仿指標、又長期寄人離下，人格亦受影響。
東吳大學社會系教授李明政則指出，原住民因為主要工作為勞工，
勞動期間因早死、失業和未婚生子比率偏高，祖父母長期代理父母的情形更多。
隔代教養對原住民孩子女身心負面的影響更為嚴重。
由於美國的統計顯示，隔代教養兒童，因為未婚生子、高離婚率，
父母吸毒、生病、失業、貧窮、入獄、兒虐等問題愈來愈多，
學者專家說，台灣社會亦面臨父母失靈、婚姻破碎情形日益普偏的趨勢，
隔代教養兒童勢必日益增加，值得政府高度重視。
