Im looking for an full 8-Bit ASCII TTF font which conatins every 8-Bit ASCII
original IBM character especially those above code 128. The codepage doesn't
matter.

I don't see how this is possible. You cannot render many character codes
in the Windows API, even if the TrueType font contains them.
