I have a .FON file that I need to make some changes to, but it seems
like every font editor for Windows doesn't handle this format.
Anyone know of a way to edit these files?

handle them. There used to be a set of utilities to make and break
apart FON files into its component resources. These tools are no
longer sold commercially.

Do you know what happened to the MS fontedit program? I remember
using it, but cannot locate it anywhere and I have all the latest MS
Developer Tools. Also, do you know how the .fnt files are laid out
in the .fon file? I know that they are referred to in the .rc file
and compiled into a .exe which is really a dynamic-link library which
is then renamed to .fon. There is apparently no data and no code in
the .exe so I believe the .fnt files are in native format but I have
not been able to determine where they start, end, or confirm their
format. The .fnt file format by itself is documented in the SDK but
not the .fon format.

Look for Borland Resource Workshop. It's a developers' utility
included with Borland C++ for Windows, but I believe it's also being
sold as a stand-alone product. The current version is 5.0, but as far
as I can remember, any version since 3.0 will allow you to create and
edit *.FON files.
If you only require minimal changes to the font (say the
addition/editing of a character or two), send it over and I'll see if
I can't do it for you.
