I've tried to run the Windows-version (WinVICE) using Wine in Linux but
it didn't work -- probably because of DirectX.
I did try an Apple II-emulator for Windows (AppleWin) that worked using
Wine in Linux.
Get the source for vice and build it - it builds for linux. I'm currently running the SDL port in linux console on Ubuntu with no GUI, so I can vouch for its functionality

- there are debian packages, and there are packages in the ubuntu
repositories too. open eyes, use brain (tm)
- the emu doesnt work right away, because you have choosen a distro made by
religious zealots. you have to find the ROMs seperately and install them.

This kind of gymnastics is not needed.

How lucky you are!
Take the rpm. For my suse I have installed: ccs64, noUSDc64 and vice.
I'm not sure, which fits best for you.

from WinVICE). It says, "Cannot open '/dev/dsp' for writing". And
displays a dialog box about "uss". Before that I installed 1.22 from
Ubuntu standard repos. In that version sound worked. (When I said I
couldn't find it in the distribution I meant the GUI Add/Remove Programs
that Eeebuntu has.)
When I try to make 2.2 larger or full screen it doesn't become bigger --
only a black border becomes larger. I've not tested this with 1.22 (full
screen) but there I couldn't resize the window.

I could get scaling of scree to work in 1.22 by switching on Hardware
scaling in Settings/VIC II.
They are called x64 or x128. And some others.

There should be a menu named settings or preferences -> sound -> device
where you can select alsa. As a last resort you could start x64 from
shell with "aoss x64".
Yeah... that is due to one of those issues of completely free software
only.. What you can do is download VICE using apt-get (standard
debian feature on Ubuntu and varieties) but it won't have any of the
ROM files. So you can copy the ROM files over from the windows version
of VICE that is easily obtainable. That is what I did. However, be
warned - the version of VICE you get through apt-get is a bit out of
date, but should work.
VICE is available in the standard repos of Ubuntu and Kubuntu, but to my
surprise (just checked) not in Debian. Don't know about Eeebuntu, but why
not just download the source and compile it?
I don't know of any alternative emulator, but I know there's nothing as good
as VICE.

There is a 'vice' package in Ubuntu, but it is slightly out of date
and the ROM images are missing from it.
You're better off getting the source code from the VICE homepage
at http://www.viceteam.org/#download and compiling it yourself. If
you're unsure about how to do that, have a look at this howto:

Compile the sources.
And, anyway, you haven't looked hard enough. In Ubuntu, there are
different levels of packages: the normal, supported ones, the universe
(not officially supported by Canonical but by the community) and the
multiverse (not free). And, guess what ?

Probably you just forgot to enable the multiverse.

Google "vice emulator ubuntu" and you'll find ubuntu binaries...it's
also in the ubuntu repositories.

Debian repositories DO have vice, but not ROMS. To get best results, I
suggest you to download the source and compile it. You need to download
some development packages to get it working, but on Debian you should be
able to download the correct dev packages with APT with one simple command.
first download the VICE source and untar it.
Then log in as a root and type
apt-get build-dep vice
then go into vice source directory then type
./configure
then make
then make install
If everything goes right, you should have a working VICE in your computer.
