You don't need it in a disk image to use it.
Point your drive to the correct directory. Or just copy the file right
into the d64. I use 64copy but star commander does this too.
btw, why didn't you post in csc?
Since I know nothing about the CPM format, I doubt it uses the same D64
directory layout. Sending me images might help, but I would need tech docs
on the layout.

You say the cpm files are already in a d64?
Where are you getting these files?
In vice, try going to settings/peripherals and changing the directory
to point to the folder where your files are located. They should be
individual files, not in an image file.
You should post this in csc.
