Well, actually they are mapped correctly! On an Apple II or II+,
there was no up and down arrow key. Also, the left and right arrow
keys were located below the Enter key and above the '/' key. So on
Akalabeth, Ultima (basic version) and Ultima ][, uses the "Enter",
left arrow, right arrow and "/" as it's movement keys. When Ultima
III was released, the IIe was available and had up and down arrow
keys. So Ultima's III, IV and V were written to take advantage of
this.

BTW, if you are playing the basic version of Ultima I, there is a
small problem with it. When you get to the part where you have to
shoot 20 alien spacecraft, it's a bit hard to do. Everything seems to
work fine but when you try to shoot them, you will miss every time.
At first I thought that there was a problem with AppleWin, so I tried
this on a real Apple IIe. I had the same problem. I then tried it on
my old Apple II+ and suddenly it was working. I traced the problem to
a small machine routine that determined whether you had a hit or a
miss and found that it used some undocumented 6502 op-codes that were
unsupported in the 65C02. I then tried this again in AppleWin in II+
mode but to no avail. It look as though AppleWin cana use the II+
ROM, it dosn't support the undocumented 6502 op-codes.

Rats! :/

PS: The ProDOS version of Ultiam I works fine in AppleWin. Crashes in
ApplePC though......
