** Vim version 5.6.70, under debian linux, or Vim version 5.3 under
freebsd, causes this problem when using TeraTerm VT100
emulation with the "Fixedsys" font.
The problem does not occur if the "Courier" font is used.
The problem does not occur with Vim version 3.22 BETA under SunOS.
Yes, change the default highlighting for the LineNr highlight group in
your .vimrc file. See ':help highlight-groups'.

Thanks for the advice. I've now looked at this description under help,
but it's pretty poorly written and I cannot figure out the syntax for
turning off line number underlining. If anyone could describe
this to me I'd be grateful.

To get the current line number highlighting:
:hi LineNr
this will show the highlighting values for different kinds of
environments. You probably have "term=underline". You can change it
with:
:hi LineNr term=NONE
This will remove all highlighting for line numbers.

Rafael -- thanks, this did the trick.
(I still believe the rightfully, "vim -u" with "set compatible"
in one's .vimrc should disable any non-standard-vi-like highlighting,
but apparently it doesn't...just another bug i guess)
