DSL expert needed

Ok,here's my promblem. I've got DSL connected, but I'm going extra slow
(53 kbs) according to computingcentral.com I've called the tech support
at my ISP, Innercite, and they are not returning my calls. I'm thinking
of firing them but that's another story. Anyways, here's what I got, a
SpeedTouch Home modem, Kingston PCI Fast (yeah right) ethernet adapter,
win 95, and IE 5.01. I think the promblem is that I can't ping the modem,
at 10.0.0.138, but I'm not sure how to fix it. The reason I want to be
able to ping it is because I want to go to the local website to configure
it. It's weird but true. Any help would really, really be appreciated.

kilobits or kilobytes?

Windoes 95 A, B, or C (or OSRx)?
Static [internal] IP set on the NIC? Try 10.0.0.anything-but-138 and
255.255.0.0 for Subnet Mask

Sound like TCP/IP is corrupt. I would uninstall and reinstall all network
components. Say NO to version conflicts. And eliminate any firewall s/w and
Automatically Detect Setting under Internet Options

Just remember, tampering with the modem and getting it into a state you
cannot return from is pretty much a condition for which any Internet
provider will not help you. Your ISP is not in the business of training you.

I tried all that, it didn't help. Kilobytes. Windows 95 B. Why 10.0.0.138
you might be wondering, it's the modem's default IP address. Yes, I tried
others, it failed. I not worried about the configuration, becauset there
is a button that "restores defaults". Any more suggestions??? Hey, since
my last question, I emailed Innercite about a refund and saying that I
would blast them on message boards, and they called in an hour folks,
seems like they'll send Pac Bell to check the promblem. LOL. Still, I'd
like to one up them before hand, thanks in advance!!! :)

Whats the MAX speed for your DSL service? 53KB(*8=424Kb) is above the
minimum speed they must give you by law(386Kb). PacBell advertises
386Kb-1.5Mb for a basic DSL plan and you are a little on the low side. Uhm,
I don't think you can ping your own modem. Try a website you accurately get
some results!

(Bytes are eight bits!)

Then maybe I meant bits. Trust me when I say, slow, I mean, cnet.com
takes a little time to show up!!! Go to computing central to see what I
mean. SPeed test show your speeds. I checked others too. All acurate to
the number at computingcentral.
