On February 23, 2023, the Federal Communications Commission (FCC)
issued a Further Notice of Proposed Rulemaking (FNPRM) seeking public
comment on proposed rules targeting unlawful text messages. If the
proposed rules are adopted, they will comprise the FCC's "first action
to protect consumers from unwanted and illegal texts."

If adopted, the proposed rules, together with earlier proposed rules
that have already undergone a comment and reply period, would extend
the existing Do-Not-Call Registry to cover text messages, and would
require wireless service providers to:

* Block text messages from numbers on a "Do Not Originate" list;

* Maintain a single point of contact for texters to report erroneously
blocked texts; and

* Investigate and potentially block texts from a sender once on notice
from the FCC that the sender is transmitting suspected illegal
texts.
