People have said that this could be a 416/905 overlay. This would be
too confusing for this area. At most this will only be an overlay
of the 416 area code. All numbers in "416" have the same local calling
areas. To keep this consistant only a 416 overlay should be introduced.
or better yet a split!
When is it taking place?? what will the new area code be.

Alberta is due for an area code split, also. Plans apparently are to
split into northern and southern Alberta codes (Edmonton side, or north,
gets to keep 403; Calgary and south gets a new code).
Of course, NPA 250 in British Columbia should be up and running now...
The new Canadian area code numbers are not known yet, and for all one
knows may not even have been officially applied for yet. Bellcore and
relevant telcos tend to keep new area code numbers very secret until
they're ready to announce them.

that means that UK would change from 44 ->444
France from 33 -> 333
North America from #1 -> 111
etc? to free up more country codes is this true?

This is currently the case. However, what was being discussed is that
area code 416 will need to split AGAIN. That will probably happen around
1999 or 2000. Neither the new area code nor the boundary (if it's a
split; it could also be an overlay) has been announced. Area code 416
is a very good example of a place where an overlay would be far more
sensible than another area code split: the current geographic boundaries
are clear and easily distinguished, but any split would be confusing and
highly arbitrary.

This is not true. All *new* country codes being assigned will be 3 digits,
but any countries with *existing* one- or two-digit country codes will not
change.
What did happen is that Yugoslavia, which had country code 38, was
subdivided, with the remaining Yugoslav Republic (Serbia & Montenegro)
taking 381, Macedonia 389, etc., and the "spare" codes that were freed
up in the process were assigned to other countries in Europe. Also,
when Germany was reunified, East Germany's old country code of 37 was
carved into ten new country codes, 370 to 379, for other countries in
Europe. These two changes freed up enough country codes to allow not
only several former Soviet republics (Ukraine, the Baltics, etc.) but
also several tiny mini-states (Andorra, San Marino, etc.) to get their
own country codes, rather than sharing with their larger neighbors.
