Isn't this a bit of overkill on the telco's part? Does the EU
directive really cover the entire 1XX number space? I thought all
those special numbers began with 11 (e.g., 112 for emergency, similar
to 911 in the NANP). What other standard 1XX numbers will come into
being?

Again, this sounds like an over-reaction, since the EU only wants to
reserve 0800, not all of 08XX. The NANP has no trouble having both
a toll-free 800 code and a number of other area codes that start
with "8" (some even start with "80").
