port security problem on CatOS

I configured port security in Catalyst 2948G (CatOS). Allowed is only
one MAC on each port.
one MAC on each port.
In some cases some ports are shutdown because of a (not connected) MAC.
Does somebody know if there are known bugs in CatOS releases?

When you plug a pc into port 1 for example the switch remembers the MAC
address of the pc. If you unplug that pc and plug it into another port that
new port will be shutdown.

Are you moving pc's or whatever for port to port.
Port Security is doing what it is expose to.
