I forget the exact difference, but I believe that the SSIP is limited to
certain speeds on the serial ports (perhaps as low as 64K, but I don't recall).

SSIP is limited to speeds up to 64kbps for protocols other than IP.
So it's a software based limitation.

Note : The SSIP is licenced for multiprotocol routing at data rates no
geater than 64kbps.For single-protocol IP routing, the SSIP supports
appropriate data transmission rates for all SSIP interfaces, including
T1 and E1 interfaces. (end of quotation)
