I have seen on our network that a catalyst 1200 appears to be messing up
DHCP server responses to WFW clients. The catalyst is as follows:

When we replace the switch with a repeater then the client gets its
IP address from the server. The client and server are on the same ethernet(no
routers).

Unless the Catalyst was config'd with route-groups, then it should just
bridge the packet from interface to interface. Suggest that you open a case
with your appropriate support provider.
