The IOS you run must support protocol translation
and must have configured "vty-async".

It doesn't really make sense to run PPP over a VTY; this would mean that
you're running PPP inside of TCP inside of IP inside of some datalink
protocol. Since you have a VTY, you must be directly connected to
something closer; run PPP to that.

It's not clear what exactly you're trying to accomplish.

actually this message means exactly that this VTY cannot run PPP-process,
one can usually see it when typing "ppp" after telneting or PADing to a
router without havinf vty-async configured.

Not necessary.
You can PAD from X.25 to a router and have a VTY.

Line VTY is the telnet access to the router only. You cannot configure it
for
PPP because there is no "interface" for a PPP encapulation. It only
defines
telnet parameteres to the router itself.

You can use a router with a protocol translation feature set, and then
define PPP over TCP (described in PT manuals).

Not so. You can run PPP over a VTY if you have
"vty-async" in your config ...

aaron-frame(config)#vty-async ?
dynamic-routing Enable dynamic routing
header-compression Enable IP TCP header compression
ipx Enable IPX for Virtual Async
keepalive Enable keepalive
mtu Set the interface Maximum Transmission Unit (MTU)
ppp Point-to-point protocol
virtual-template Associate a virtual template with virtual access
interface
<cr>

Now, in order to run PPP over *many* (>5) vty's concurrently,
you must have an image that supports that, such as enterprise.
