Is this really impossible to fix? loadbalancing..

There is no way to NOT answer the second call prior to 11.2.
In 11.2, there is the dialer max-call command and dialer max-links
that are part of dialer profiles.

There commands would work but may force you to use dialer profiels which
means you will have to configure a dialer interface for each user that
may dial in.

Is dialer profile something new with 11.2? Do you know any good "cook
book" that explains the many possibilities of a dialer interface?

Dialer profile is new for 11.2.

As far as a cookbook goes, I don't have anything. You can look
at CCO, 11.2 docs, or your account team to understand the new features.
