I am a Hardware telcoms engineer. My job is to repair SDH nokia
synfonet cards.
At the moment, i am trying to repair a STM-16 WDM optical interface
card.
The NMS is showing an Alarm called SSF in my test bed.
can anyone tell me why am i getting this alarm. This card is only
powered up in the chasis. It is not connected in a network. Im testing
it standalone.

If you are testing it standalone I assume you have no fiber
connected to it. This means the NMS will see Loss of Signal
(LOS). The VC-4 in the STM-16 will report SSF (server signal
fail) as a consequence of the LOS of the optical signal, i.e.
the server signal.
