I need a testing device to bit error test optical ethernet ports on a
router. Can someone suggest a device that can be purchased cheaply,
preferably used?

To my understanding, a layer 3 IP based bit error tester would need an
intelligent loopback device, that would have its own target IP address, and
which would receive TCP or UDP packets and send those back to the
originating device.
What are my choices?
