+FRH=3 always result CONNECT from faxmodem

We are using a RC56CSM chip as a fax server in our product. We setting the
chip to CLASS 1. I can successfully connect a remote fax machine to it. But
if I hang up the remote fax machine abruptly after they connected, I cannot
get a NO CARRIER message from the modem. In fact, the modem responds a
CONNECT message for every +FRH=3 command issued by a fax software while
appearently it should not detect any carrier. I am setting S7=90, and
S10=14(Default).

Eventually, the fax software issues a ATH to hang up due to some sort of
timeout, I guess. So what could I miss here? Thanks a lot!
