I don't think it is possible to edit memo fields from
dBase III plus while in browse mode. However, you can use
the EDIT command and then press CTRL HOME while the
cursor is on the memo field.
I use CA-dBFast for Windows which works very well with dBase III plus
files. With dBFast you can you edit memo fields while in browse mode.
This compiler also makes your dBase III plus PRGs load/run way faster.

I just checked; I don't think it can be done from dBase III+. Now, if
you have access to a copy of dBXL (WordTech's dB3+ superclone), it
does support CTRL-PGDN to access a memo field from BROWSE. And since
in just about all respects it works just like dB3+, you could probably
persuade your client to use it instead.
Another option; set her up with dBase IV with the "ASSIST3" file from
ftp.borland.com that mimics the dBase III Plus Assistant. DBase IV
2.0's BROWSE supports memo access.
