FRM-10044 - Cannot create file

Be sure that the Working Directory is a writeable directory.
Make sure that the TEMP and TMP environment variables point to writeable
directories.

This message usually occurs due to permission problems whether it
be write access to a network drive or database user permissions. If it is
a permission problem it should be consistent among PC's, but this is a
place to start.

You might double-check where their working directory is set. I've gotten
this error when my working directory is write-protected...
