VGS-1101 error when I import a gif file

Hi all,

I am newbie at Form 4.5. I just want to show a static image at my form. I
trying to import a very small gif file. Everything is default except the file
name. But I was given "VGS-1101: oracle toolkit error". I try to specify the
format as "GIF", still fail.

Any suggestion are highly welcome.
