I'm not familiar with Oracle developer tools but I'm looking for a simple
tool that let a user view database tables and insert/delete/edit data
records.

Any idea?

For what you seem to want ezsql is both good and free, there is a 30
day function limit, but probably not for what you need www.ezsql.netis
where to find it.
