Opinions, please: Oracle Developer vs. SQL Navigator vs. TOAD, etc.

Greetings:

I've been researching various tools for creating and debugging Oracle
stored procedures. I've looked at SQL Navigator, SQL-Programmer, SQL-
Station, Rapid SQL, TOAD, and PL/SQL Developer.

Can I use Oracle Developer with Oracle 7.3.4? If so, how does it
compare to the above mentioned products in terms of stored procedure
development and debugging?

I would also check out Xpediter/SQL for Oracle from Compuware

http://www.compuware.com/

It has a strong debugger for packages, procedures and triggers. Supports
nested object debugging, including Triggers that are executed by operations
on tables inside of a procedure. It also includes an editor with
customizable templates for creating and maintaining procedural objects.
