Connect internal in sqlplus

Hi to all.
I've tried to connect as internal in SqlPLus
but i have error 1031: Insufficient privilegies.
SQL> connect internal
Enter password:
Error:
ORA-1031: insufficient privileges
why ?
Oracle 8.1.6.1.2
I've remote_login_passwordfile=exclusive

Have you checked the OS group you belong to? Normally, this is 'dba'. If your
primary group is something other, you'll be asked for the acces password.

Is your OS login the owner of the ORACLE software e.g. oracle? Is your OS
login group equal to the designated dba group, usually dba?
